Auksjon 5 var den første frekvensauksjonen i Noreg der det vart nytta auksjon over fleire rundar over internett. Auksjonsformatet vart kalla "simultaneous multiple round auction with switching (SMRA)". Formatet har seinare vore nytta i andre land ved tildeling av frekvensar. Auksjonen gjekk føre seg over 87 rundar og varte i åtte dagar. Informasjon om auksjonen vart berre publisert på engelsk.

Spectrum

The spectrum comprised the frequencies 3413.5-3500.0 / 3513.5-3600.0 MHz. At the time of the auction, there were two incumbent license holders whose licenses would expire 15. May 2006. The following table shows assigned and vacant spectrum prior to the auction.

The spectrum was divided into 25 channels in six regions adding up to 150 lots. The new licenses expire 31. December 2022. The licenses are technology neutral, tradable and cover terrestrial services on Norwegian territory with the exception of Svalbard, Jan Mayen Island and Norwegian dependencies. There are no restrictions regarding mobility or portability.

Auction format

The auction format can be described as a simultaneous multiple round auction with switching. The auction was run electronically by the NPT over the public internet. Bidders participated from their regular offices using standard software and hardware. The 3.5 GHz auction concluded after 87 rounds over 8 days.

Brief description of the procedure

Authorised representatives of bidders received digital certificates and passwords which allowed them to participate in the auction. The user interface was simple: information on bidding was presented to the bidder via this interface and bidding was done by ticking check-boxes. All lots were open for bidding throughout the whole auction. The auction proceeded in a sequence of discrete rounds, with bidders making decisions simultaneously within a fixed time window. At the end of each round, standing highest bidders were determined and the results of the round were communicated to bidders before the beginning of the next round. Rounds continued in this way until there was no further activity on any lots. The auction was open for bidding during office hours Norwegian time, Monday to Friday. Bidders were given plenty of time in the first rounds. Rounds lasted between 10 minutes and 1 hour, diminishing as the bidders became familiar with the bidding procedure. The auctioneer allowed for lunch breaks by extending the mid-day round.  The performance of the online auction was highly satisfying and concluded without any incidents or problems.

Annual spectrum fees / Reservation price

The aggregated reservation price (for all lots) was NOK 3,003, 000. There is no annual fee. The aggregated annual spectrum administration charges for 2005 was approx NOK 650,000.-

Telenor ASA was subject to a spectrum cap which set the limit to six lots in each region (21 MHz duplex bandwith).
